摘要
科技创新是区域经济发展的重要基础,是提升区域经济竞争力的核心。从科技投入水平、科技产出能力、科技创新环境等三个方面,构建反映区域科技创新发展水平的指标体系,运用熵值法对江苏省13市的区域科技创新能力进行实证分析,表明由于经济发展水平、资源禀赋和地理位置等方面的差异,苏中地区在科技创新能力方面整体上与苏南地区存在较大差距。苏中地区应在明晰自身优劣势的基础上,加强人才和资金的流动,提高科技投入的转化效率,加大教育财政支出、促进产学研合作,优化苏中地区的科技创新环境,实现区域科技创新水平的稳定提升。
Scientific and technological innovation is the important foundation of regional economic development, and is the core of promoting regional economic competitiveness. The index system of regional scientific and technological innovation ability is composed of three aspects: the invest ment in science, technology output capacity and technological innovation environment. Entropy method is employed to analyze the scientific and technological innovation ability of the 13 cities in Jiangsu province. The results show that due to the differences in economic development, resource endowments and geographical position, there is a big gap between Central Jiangsu and Southern Jiangsu in scientific and technological innovation ability. The Central Jiangsu should realize their own advantages and disadvantages, strengthening the talent and capital flow, improving the con version efficiency of investment in science and technology, increasing education expenditure, pro moting industrialacademicresearch cooperation, and optimizing the scientific and technological innovation environment so as to enhance the level of regional scientific and technological innovation.
