作为产生于美国的概念,专利密集型产业的中国发展需要采用科学审慎的培育模式。在准确认知专利密集型产业发展市场功能与专利制度保障的基础上,通过有效发明专利数量和高素质人口优化产业测度和评价标准,平衡产业资源要素投入,考虑产业发展过程中产品、技术与专利周期,分析专利密集型产业与战略新兴产业、高技术产业的关系,形成促进专利密集型产业发展的政策合力。进而在科学、政策和法治三方面,探寻产业发展的中国路径。

As a new concept derived from the United States, the development of patent-intensive industries in China needsto go through the local process, adopt a scientific and prudent cultivation model. We need to accurately recognize the marketand system function o f patent-intensive industries, do optimization industry measurement and evaluation criteria through thepatent in force index and high-quality population, balance reso脚e elements in industrial development, consider the producte^technologies and patent cycles, analyze the relationship between patent-intensive industries, strategic emerging industries andhigh-tech industries, as well as analyze the synergistic policy effect on industries. And then we should explore our China’sindustry path by the means o f science research, policy research and law research.
