整合式边境管理视角下我国边境管理机制的完善研究

Study on Perfecting Chinese Border Management Mechanism from the Perspective of Integrated Border Management

整合式边境管理作为一种先进的管理方式已经在世界各国不断推广,但我国目前的整合式边境管理机制依然比较落后,存在着诸如法律不健全、部门混杂分割、信息共享困难等问题。我国边境管理部门要结合世界上其他国家整合式边境管理工作的运行经验,从服务国家战略方针、优化组织结构和工作流程、完善法律制度、完善信息共享平台、建立风险评估体系等方面出发,促进我国边境管理机制的完善。

As an advanced management model,the integrated border management has been constantly popularized in the world. But currently,the integrated Chinese border management mechanism still falls behind,and there exist a series of problems and obstacles,such as imperfect laws,entangled department segmentation,information-sharing difficulties. So to serve national strategies,Chinese border management authority should combine other countries’ experience to integrate border management and constantly improve Chinese border management mechanism by optimizing the organization structure and work process,perfecting the legal system and the information sharing platform,and establishing a risk-assess system.
