消防行政执法风险的分析和防范

Discussion on the Risks of Fire Administrative Law Enforcement

对近年来消防行政执法人员追责案例进行梳理,提出了消防行政执法责任的追责形式、追责环节、追责性质,分析了消防行政执法风险内部和外部的成因,并针对不同成因,从前期预防、中期监督、后期弥补三个方面,提出了有效防范消防执法风险的措施。

Based on the case analysis of fire administrative law enforcement accountability in recent years,this paper puts forward the liability form,procedure and nature of fire administrative law enforcement accountability,analyzes the causes of internal and external risks of fire administrative law enforcement. In order to effectively prevent the risks of fire administrative law enforcement,this paper proposes three measures in terms of prevention at early stage,supervision at interim stage and remedy at final stage.
