摘要
我国基本医疗保险经办管理队伍是随着职工医保制度的实施而建立起来的。经过近20年的建设,如今已成为全民基本医保制度健康持续发展的可靠组织载体,但也存在着经办力量不足、机构的法人化还是参公管理的目标不明、队伍缺乏规范化的培养培训制度、依法管理缺乏法律法规依据等短板和问题。亟待创新经办管理能力建设思路,建立规范化、专业化的经办管理人才培养培训制度,树立社会治理理念、提升治理能力,加快健全医保法律法规体系,为经办管理和建设法治医保提供法律制度保障。
