基于代建的政府投资重大项目前期管理研究

Research on the Pre-management of Major Government Invested Projects Based on Agent Construction

本文分析了政府投资重大项目前期管理的重点、难点;然后基于问题导向,分析了审批管理、招标和合同管理、投资控制管理等重大项目前期管理面临的问题,以及解决路径;最后,笔者尝试建立了基于代建的政府投资重大项目前期管理的工作框架,以期提高前期管理的工作质量和效率,为项目代建前期管理提供一些借鉴和参考。

This paper analyzes the key points and difficulties of pre-management of major government invested projects. Then, based on the problem-oriented, it analyzes the problems faced by the pre-management of the major projects such as approval management, bidding and contract management, investment control management, and the solution. This paper tries to establish the working framework of the pre-management of the major government invested projects based on agent construction, with a view to improve the quality and efficiency of the pre-management, and provide some reference and reference for the pre-construction management.
