PPP视域下福建省城市基础设施投融资机制改革探析

Reform of Investment and Financing Mechanism for Fujian Urban Infrastructure:A Perspective of Public-Private Partnership

分析了当前福建省城市基础设施投融资的主要困境,并从PPP(政府和社会资本合作)融资模式、PPP操作方式,以及PPP与传统BOT、TOT、BOO的比较等方面阐述了PPP是加快福建省城市基础设施投融资机制改革的价值导向。最后,提出创新PPP项目融资模式、建立健全PPP项目风险分担及补偿制度、增强政府契约精神等对策建议,以完善福建省城市基础设施投融资机制。

Main existing problems in the investment and financing for Fujian urban infrastructure were analyzed,and the financing patters and operating ways of Public-Private Partnership（PPP）and its advantages compared to traditional BOT,TOT and BOO ways were elaborated,indicating PPP is the solution for the investment and financing mechanism reform of urban infrastructure in Fujian.Therefore,several suggestions were proposed to improve the investment and financing system for Fujian urban infrastructure,including the innovation on PPP project financing pattern,establishment of healthy risk share and compensation systems of PPT project,strengthening the partner spirit of government,etc.
