Study on Capacity Building of Information Governance of Australia and Its Implications

【目的/意义】深化对信息治理的理论认识与实践经验的理解有助于指导数字转型期的信息管理实践。【方法/过程】本文将以文本分析与案例研究的方法梳理澳大利亚信息治理的相关政策与最佳实践,从而从文化培育、环境建设、制度设计以及系统开发与应用方面呈现信息治理能力如何构建。【结果/结论】通过分析,本文提出我国信息治理能力构建的主要方面为:以社会治理与创新政府建设为框架、基于国情部署信息治理式顶层设计、推进信息资源管理的数字转型。

[Purpose/significance]Study on theoretical definition and practice experience of information governance in the world will benefit instruct information management in digital transformation. [ Method/process ] The paper analyzes policies and best practice of Australia with method of discourse analysis and case study, and then presents how to build capacity of information governance from dimensions of culture cultivation, environment construction, institution design and system de- velopment and application. [ Result/conclusion ]The paper proposes that capacity building of information governance in Chi- na should take social governance and innovative government building as framework, implement top design based on status of China, and transform information resource management.
