基于目标—行动路线的生态城市实现路径研究

Research on the Path of Eco-city Construction in China: Based on the Objective-action Route

通过分析国内外生态城市建设目标和行动实践,认为当前我国生态城市建设中普遍存在经济生态化转型相对滞后、居民和企业等主体参与度不高、公共交通系统缺乏整合衔接、保障性住房建设和分配的制度不完善、社会交流和公共服务公平性重视不足等问题。针对上述问题,对生态城市建设目标的政策导向性和公众参与性进行优化,提出了基于优化后目标的生态城市建设实现路径。

By analyzing the goals and the practices of eco - city construction at home and abroad, this paper argues that there are some problems in current eco -city construction in China. The ecological transformation of economic is lagging behind the city development. The residents and enterprises lack participation in environment construction. The public transport systemstill needs further integration. The construction of affordable housing and its distribution system require improvement. The attention on communication and the fairness of public service is insufficient. In order to solve these problems, this paper establishes indicator system with more policy guidance and public participation, and optimizes the eco -city construction path to achieve this objective.
