中共十八大确定了稳中求进的价格改革总基调。在"稳"的一面,我国经济继续保持平稳快速发展,物价水平基本稳定;在"进"的一面,营改增得到顺利推进,放管服效果明显,初步形成了市场决定价格机制。在今后的价格改革中,仍将面临价格刚性上涨趋势、稳定农产品价格依然面临巨大阻力、货币政策不良影响可能爆发、外部经济影响不可忽视等市场风险。应采取加快推进市场价格形成机制、完善资源性产品价格形成机制、稳定农产品价格、强化放管服提高价格调控能力等措施,推动价格改革进一步深入发展。

On the side of ＂Stability＂, China＇s economy maintains smooth and rapid development, and the price level is basically stable; On the side of ＂Progress＂, replacing sales tax with value-added tax is promoted smoothly, streamline administration and delegate power-combination of power release and management-optimiza- tion of service has significant effect, and the market-decisive-to-price mechanism has formed preliminarily. In the future price reform, we still have to face the market risks of rigid ascending trend of price, huge resistance in stabilizing agricultural price, possible burst in bad impact of monetary policy and impact of external economics. We should accelerate market price forma- tion mechanism, improve the price formation mechanism for resourceful products, stabilize agricultural price, strengthen service quality and raise price control capability to improve the further development of price reform.
