摘要 居家养老服务市场化因其符合新公共管理理论的学术主张,在实践上与中国养老服务发展的政策导向相一致,被看作是一种理论上的必然。事实上面对实际操作中出现的各种问题,必须要回答"居家养老服务市场化何以可能与何以可为"这一基本问题。其中,居家养老服务所具备的公共物品和私人物品的双重属性是其市场化供给的前提,政府在居家养老服务"提供"与"生产"上的分离以及多元化生产主体的形成是其市场化供给的基础,政府、市场与社会协同治理交易费用和政府责任机制引发的不确定性是其市场化供给的关键。 The marketization of the aged home - based community caring has sufficient foundation for the consistent with the academic pinions of the new public government theory and the policy orientation of the aged caring practice in china. In face of all kinds of problems in practice, "How can it be possible and why can it be done?" has become an important basic issue. The dual characteristics of public and private goods is the presupposition of the marketization, the separation of the government' s role in the supply and production of the aged home - based community caring and the fbnnation of diversitied producer are the foundation of the marketization, the cooperation of the government, market and society which focus on the transaction expenses and the uncertainty produced by the government responsibility is the key of the mar- ketization.
