黄河潼关至三门峡大坝段河道有效治理的策略研究

Research on the Strategy to Effectively Regulate the Yellow River Channel from Tongguan to Sanmenxia Dam

以黄河潼三段河道为研究对象,首先对其现状进行系统化的分析,以此为基础,全面提出科学化的治理措施,主要包括探索新模式、完善规章制度、提高管理质量、完善水法规体系、增强水法律意识、加强水行政执法等,进一步规范了黄河潼三段河道治理行为,保障了黄河库区居民生活质量,确保河道健康发展、人民财产不受损失。

Taking the Yellow River reach from Tongguan to Sanmenxia Dam as a research object.Firstly,the paper conducts the systematic analysis on the reach＇s present situation and on the basis of this analysis,all-sidedly puts forward scientific regulation measures mainly including probing new pattern,improving rules and regulations,raising management quality,perfecting water law system,strengthening water law awareness,enhancing water administration enforcement,etc. Thereby,the behavior to regulate the Yellow River reach from Tongguan to Sanmenxia Dam can be further standardized;the resident＇s life quality in the reservoir zone can be ensured;the health development of the river channel can be safeguarded and the people＇s properth can not suffered loss.
