Study on the Human Capital Upgrading of Innovation-Driven Strategy in Ethnic Minority Areas

摘要 民族地区推进创新驱动战略的关键在于将现有的人力资本升级为协同型人力资本。通过对《中国区域经济统计年鉴》和广西、贵州、云南等民族地区的数据进行菲德模型测算与主成分分析发现:民族地区人力资本对区域经济发展的贡献约为21.71%;而教育、健康的投入力度和文化生产—消费水平是人力资本升级为协同型人力资本的重要因素。为此,建议从加大教育和健康投入,提高少数民族文化资源与现代科技融合水平等方面入手,推动人力资本向协同型人力资本升级。 The key to promoting innovation driven strategy in ethnic areas is to upgrade the existing human capital into collabo-rative human capital. Analysis of the related statistics and principal components obtained from the "China founded Regional Economic Statistical Yearbook" and the ethnic minority regions of Guangxi, Guizhou, Yunnan by applying the Feder model shows that the contribution of the human capital to regional economic development in minority areas was about 21.71% ; and the education and health investment level, and the production - consumption level were important factors for the upgrade of human capital. Based on the above findings, it is suggested that the promotion of the upgrading of human capital to human capital can be carried out from increasing the investment in education and health, and improving the level of integration of ethnic cultural resources and modern science and technology.
