This paper introduces the process and the features of the Hong Kong Qualifications Framework（HKQF） established by the Education Bureau（EDB） of the Hong Kong Special Administrative Region（HKSAR）,the principles and implementation of the credit transfer and accumulation system,as well as its future development,aiming to provide a reference for the construction of lifelong learning credit bank and Qualifications Framework in China's Mainland.The paper consists of four parts：（1） the objectives,nature and scope of the HKQF;（2） the development and implementation of the HKQF;（3） the implementation policy and principles of the credit transfer and accumulation system under the HKQF and（4） the direction and strategies for future development of the HKQF.
