从农村矛盾化解角度看乡村治理多元化——以江苏省丰县梁寨镇为例

The Analysis of Diversified Rural Governance from the Perspective of Rural Conflict Resolution——Take Liangzhai in Feng County of Jiangsu Province as an example

改革开放以来,乡村社会中的治理主体呈现出从一元向多元发展的总体态势。不过,无论是理论界还是实务界,对于乡村治理各主体的功能与定位都还存在着不同的理解和操作。江苏省丰县梁寨镇在打造乡村治理多元化的架构中,首先运用了系统思维方法来解决农村矛盾问题,其次注意对传统治理资源进行激活和再造,再次注重发挥村庄舆论在乡村治理中的独特作用。梁寨镇乡村治理多元化的实践探索,为我们进行乡村治理以及矛盾纠纷化解提供了有益思路:从构建理念看,乡村社会的多元化治理应该建立在正确的群众观基础上;从构成主体看,乡村治理架构中的多元主体应该兼顾个体和组织体两大类别,特别是应提高对农村各类社会组织的重视程度;从职责定位看,多元化治理各主体间的职责定位应该清晰明确,避免权责交叉、重复治理;从目标功能看,乡村治理架构应该有均衡全面的发展考量,统筹推进乡村秩序和乡村发展两大方面的建设。

Since the reform and opening-up,the governance subject of rural society has shown a general trend from unitary to pluralistic development.However,both theoretical and practical field still have different understandings and operations on the functions and positions of the subjects of rural governance.On the basis of briefly discussing the current rural conflict situation and the ways of resolution,this paper tries to start from the perspective of resolving rural conflicts,combines with the main forces of the ＂five-in-one＂ governance structure of Liangzhai in Fengxian County of Jiangsu,analyzes the diversified governance practice of Liangzhai,and discusses its innovation and the causes of its innovation.On this basis,the diversified governance ideas of rural society in the future are discussed from the construction idea,main body of composition,responsibility location and objective function and other aspects.
