广西少数民族贫困地区县级综合医院收支结构调查

Analysis of Income and Expenses Structure of County-Level General Hospitals in Impoverished Minority Areas of Guangxi

目的分析广西少数民族贫困地区县级公立综合医院的收支结构。方法通过自编调查问卷对广西少数民族贫困地区27家县级综合医院进行调查,主要调查内容为2011—2014年医院收入结构、支出结构和患者医药费用等。采用描述性统计分析方法对调查数据进行分析。结果 (1)广西少数民族贫困地区县级公立综合医院总收入与总支出均呈现逐年上升趋势,但收支依然平衡;(2)医疗收入占总收入比例高于药品收入,财政补助占总收入的比例逐渐下降;(3)药品收支结余对医院的补偿能力逐步减弱。结论 (1)"以药养医"的经济运行机制已经得到改善;(2)政府不仅应进一步增加财政补助,更应优化投入方式;(3)加强县级公立综合医院预算管理;(4)医院应控制不合理费用增长,从而降低患者费用。

Objective To analyze the income and expenses structure of county-level public general hospitals in impoverished minority areas of Guangxi. Methods Collecting the data of income and expenses of 27 county-level public hospitals from 2011 to 2014. And the descriptive analysis was used to analyze the quantitative data. Results （1） The total income and expenses in county-level public hospitals in impoverished minority areas of Guangxi has a growth trend, and both make ends meet. （2） The medical income percentage in total income is higher than drug income percentage, and the proportion of financial assistance in the total income is decreasing. （3） The compensation ability of drug expenses for hospital has been gradually weakened. Conclusion （1） Hospitals＇ economic operation mechanism has improved; （2） The government should not only further increase financial subsidies, but also optimize the input method; （3） Revenue management of county-level public general hospitals should be strengthened; （4） Hospitals should control the unreasonable growth of medical fees, so as to reduce the medical fees.
