Analysis on the Results of Medical Expense Control and Influencing Factors in Typical Regions of Payment Reforms under New Rural Cooperative Medical System

目的:分析调查地区新型农村合作医疗支付方式改革的控费效果,并深入分析影响因素。方法:全国新型农村合作医疗支付方式改革典型地区调查及数据分析。结果:调查地区支付方式改革对医疗费用的不合理增长起到了一定的控制作用,但受支付方式改革覆盖率、就医人次和医疗机构积极性等多方面因素影响。结论:应提高支付方式改革覆盖率,科学测算支付标准,提高医疗机构积极性,建立分级诊疗制度,吸引病人在基层医疗机构就医。

Objective： To analyze the results of medical cost control and influencing factors of payment reform under New Rural Cooperative Medical System. Methods： Investigation and data analysis were conducted in the typical regions of payment reform under New Rural Cooperative Medical System. Results： The payment reform of medical cost in sample areas had eertain control effect on the unreasonable increase of medical expense, however, it was still effected By payment reform coverage, visiting re, tuber, the enthusiasm of medical institutions and so on. Conclusion： It needed to rise the eoverage rate, caleulate the payment standard scientifically, promote the enthusiasm of medical institutions, set up the hierarchical medical system and attract patients to visit the primary medical institutions.
