Influence and Countermeasures of Externality in the Compensation of Land Resources Exploitation in Rural Areas in Sichuan Province

土地资源是社会经济发展的宝贵资源。在四川土地资源开发中,外部性在开发补偿中会形成负面影响,带来土地资源粗放使用、农村土地征用混乱、土地配置缺乏市场化手段、流转效率低下等问题。解决这些问题的关键就是摸清外部性作用机理,理性优化补偿机制,通过下放农村土地所有权,资本化土地资源以及将土地开发纳入市场等措施,减少外部性影响或者将其内部化,从而保障土地资源的有效开发与利用。

Land is a valuable resource for social and economic development in Sichuan province. In order to exploit the land resources in rural areas, the externality will form a negative impact on the development of compensation, extensively using of land resources, chaos of rural land requisition and land allocation, and lack of market circulation. The key to solve such inefficiency problems is to find out the external mechanism. Therefore, it will be beneficial to optimize the rational compensation mechanism through decentralization of rural land ownership, the capitalization of land resources. To ensure the effective development and utilization of land resources, the market mechanism and other needed measures should be introduced in order to reduce the impact of externality or integrate the externality.
