宁波综合管廊投资运营模式的思考

Thinking on Investment Operation Mode of Utility Tunnel in Ningbo

宁波市即将在姚江新区、世纪大道快速路等重点项目启动综合管廊建设,但其投资运营模式的研究相对滞后,难以满足不断发展的综合管廊建设运营管理需求。分析国内外综合管廊建设经验,明确了在项目不同阶段政府与管线单位所承担的成本分配。同时,结合宁波市政管道建设运营现状,从保障综合管廊投资建设可行性和运营管理可持续性出发,提出"三步走"投融资策略、管线单位有偿使用、保持费用分摊标准一定弹性空间等建议,为建立适应宁波的综合管廊投资运营模式提供参考。

The construction of utility tunnel will be started in the important projects of Yaojiang New Area and Century Avenue in Ningbo City. But its study of investment operation mode is relatively backward, and is hard to meet the construction and operation management demands of the continuously developed utility tunnel. The article analyzes the construction experience of utility tunnels at home and abroad, and defines the distribution structure undertaken by the government and the pipeline unit at the different stages of the project. At the same time, according to the present situation of construction and operation of the municipal pipelines in Ningbo, the article puts forward the proposal of 'three-step' investment and financing strategy,the pipeline unit to pay for utilization, and the maintaining of cost sharing standard in a flexible space from ensuring the investment construction feasibility and the operation management sustainability of utility tunnel in order to provide the reference for the construction of utility tunnel investment operation mode suitable for Ningbo.
