基于网络医院建立农村分级诊疗制度的探析

Analyzing on Building the Tiered Healthcare Delivery System with Internet Hospital in Rural Areas

建立我国农村地区分级诊疗制度,提升农村地区医疗卫生服务水平是我国医药卫生体制改革的重点,然而其建立面临着利益不平衡、人才短缺且结构不合理、医药和医保政策支撑力度不足等困境。网络医院是"互联网+医疗"产生的一种新型远程医疗服务模式,其发展实践给我国医药卫生体制改革带来了新的契机和可借鉴的经验。综合分析发现,在政策和技术的推动下,基于网络医院建立我国农村分级诊疗制度具有一定的现实可行性。

To built the tiered healthcare delivery system, and then improve the healthcare delivery capability in rural areas is the key issues of healthcare reform in China. However, some barriers are along with, such as the imbalance of benefit, the short- age and irrational configuration of health human resource, the incomplete of drug and health insurance policy. Internet hospital is new modality of telemedicine deriving from integrating deeply Information and Communication Technology （ICT） and healthcare together. And the ongoing development and practice of internet hospital have produced new opportunity and recommendable experi- ence for healthcare reform in China. The synthetic analysis shows that it is feasible to building tiered healthcare delivery system with inteinet hospital based on the support from corresponding policy and advanced technology in rural areas.
