摘要
人才的合理流动和优化配置,是实现卫生人才一体化的主要路径。近年来,各地纷纷通过县管乡用、人才柔性流动和医联体等形式,将各级卫生机构人员在人才支援帮扶、统一聘用调任和组建跨机构团队3个方面形成了统一模式。笔者通过梳理各地城乡卫生一体化中关于人才流动配置的现状,讨论其所面临的人员编制管理僵化、分工协作能力不强、供需匹配效果差、配置效率低等问题,并提出可行性建议,以期对卫生人才一体化的推动提供参考。
The rational flow of talent and the optimal allocation are the main ways to realize the integration of health talents. In current years, three modes of health human resources flow allocation are shaped as partner assistance, integrated rotation and building inter-institutes team. Based on the analysis of status quo of health human resources flow allocation under the environment of integrated urban and rural health, problems such as the ossified human resources management system, the poor capacity of coordination, the mismatched demand and supply and the low efficiency of allocation have been discussed and suggestions also presented to give some reference for health human resources integration.
