摘要
中国企业缺乏竞争力的一个重要表现 ,是消化吸收技术的能力不强。究其原因 ,就在于中国企业缺乏引进单项专业技术的能力 ,因此难以对自己的产品实施改进。中国的科技部门 ,特别是从事应用开发的科技部门 ,则是以专业为主线来组织研究开发的。在这种情况下 ,科技界和企业界难以对接是显而易见的。为了增强企业的竞争力 ,必须建立以柔性人才管理制度为特点的综合研究单位 ,以便对各专业技术单元进行综合 。
Abstract: One of the weaknesses in the Chinese enterprises in competition is that they cannot take in and apply new technology quickly. With a study in this aspect, it is not difficult to find that the enterprises in China are weak in introducing special technology into their production. As a result, it is quite hard for them to improve their products. The departments of science and technology in China, especially those engaged in application and exploitation of new technology, are often aiming their targets by focusing chiefly on the special academic fields. This makes it difficult for those engaged in science and technology to cooperate with those working in enterprises. To strengthen the competitive power of the enterprises, we should guide the research institutes to develop their scientists and specialists into more flexible oriented personnel so as to combine different knowledge in special single aspect into comprehensive one to turn scientific achievements into productivity to the maximum extent.
