西方社会保障制度对建立和完善我国社会保障制度的借鉴意义

The Significance of Applying the Social Security System in the West to the Establishment and Perfection of It in China

和西方发达国家相比 ,我国的社会保障起步较晚 ,且建立在计划经济体制下 ,采取的是福利性的社会保障政策 ,与我国的国力不相适应。随着国有企业改革的不断深入以及产业结构调整和人口老龄化 ,原有社会保障制度已经不能适应改革开放事业发展的需要 ,不能适应社会主义市场经济发展的需要 ,亟须改革。在这方面 ,西方社会保障制度的经验教训为我国进一步建立和完善社会保障制度提供了一些有益启示和一定的借鉴意义。对西方社会保障制度的困境进行剖析 ,将有助于我国在制定相应的政策及措施时避免重蹈西方发达国家的覆辙。

Compared with the social security system in the developed countries in the West, the system in China was started later and was established on the planned economic system. It followed the policies of beneficial social security, and indeed, it does not fit the national power of the country. With the further development of reform in state-owned enterprises, the restructuring of industries and the evolving of the social problems related to the aging people, the existing social security system cannot be in match with the development of reform and opening as well as the development of socialist market economy. It needs reforming. To complete this, we should draw the experiences and lessons from the Western developed countries to enlighten ourselves in the process of establishing and perfecting such a system of our own. The analysis of the difficulties in the Western social security system in the past will be of great significance and benefit to us in making appropriate policies and in avoiding the mistakes by the developed countries in the West.
