论双轨平行的教育体系与职业能力建设——德国职业教育专家菲利克斯·劳耐尔教授访谈录 被引量:12

摘要 加快推进现代职业教育体系建设,是中国当前职业教育发展的战略主题,亟须明确其定位、核心、发展路径等基本命题。基于此,德国职业教育专家菲利克斯·劳耐尔教授认为,首先应将职业教育体系置于与学术教育体系平行的路径设计之上;其次,职业能力诊断是职业教育质量保障和职业教育体系发展的必要前提,建立在"工作过程知识"之上的大规模能力测评工具——COMET,在德国、中国和南非等国家的应用已经取得了一定成效。对我国当前职业教育的改革和现代化建设,劳耐尔教授认为需要加强国内职业教育研究队伍建设,开发职业教育核心职业及其标准,制定企业培训条例等。 Accelerating the construction of modern vocational education system is the strategic theme of the development of vocational education in China,and it is necessary to clarify the basic propositions such as its orientation,core and development path.Based on the above reasons,Prof.Felix Rauner,the German vocational education expert,gave us the detailed information of the questions.He believes that,in the first place,we should set up the parrallel structure between vocational education and academic education;in the second place,the diagnosis of occupational competence is the prerequisite of the quality assurance and structure development of vocational education.COMET,the large-scale diagnostic tool which is based on the work process knowledge,has already achieved some good effects in Germany,China and South Africa etc.With regard to the current reform and modernization construction of Chinese vocational education,Prof.Rauner considers that the construction of domestic vocational education research team should be strengthened,the core and standards of vocational education should be developed,and the "corporate training regulations" should be established,etc.
