In Changzhou,the starting point of the reform is to prevent and control the downside risks the economy is facing and the potential threats brought about by uncertainties. The driving force of the reform in Changzhou is to integrate efficient market with effective government to push forward reform aiming at structure optimization. The main path to accomplish the reform is to first adjust industrial policy,accelerate the elimination of excess capacity,and quicken the step of mergers and acquisitions. Second,fiscal and taxation policies should greatly support the development of the ＂ neweconomy ＂. Third,the financial system reform should aim at mainly serving the real economy. The goal of Changzhou＇ s supply-side structural reformis to drive the reform with innovation,usher in a newnormal of Changzhou＇s economy,and upgrade Changzhou＇s economy.
