摘要
统筹推进一流大学与一流学科建设,即所谓"双一流"建设,是当前我国高等教育研究的热点问题。"双一流"建设是一个复杂性的整体系统和综合性概念。推进"双一流"建设,必须弄清"双一流"建设的基本内涵、本质和特征,加强对其规律性、基础性问题的深入探究,这对于促进"双一流"建设具有重要的理论意义和实践价值。"双一流"建设必须以一流的人才汇聚为核心、以一流的科学研究为基础、以一流的治理为支撑、以一流的社会服务为动力、以一流的教育投入为保障、走国际化必由之路,注重一流大学和一流学科建设的统筹与协调推进。"双一流"建设的基本特征体现在:"双一流"建设是高等教育发展战略的跨越式发展,是大学与学科统筹推进的协同过程,是向特色优势要竞争力的创新之举,是多要素有机联动的整体系统。
Double World-class Construction is a hot issue of higher education study. It is also a complex, integrated and systematic concept. The research on its connotation and basic characteristics has significant theoretical and practical value. In order to effectively guide the practice of "Double World- class Construction" , it is necessary to strengthen study of the regularity problem. "Double World-class Construction" is the construction of first class universities and first-class disciplines, which regards first- class talents as its core, first-class research as its base, first-class management as its support, first-class social service as its power, and first-class educational investment as its guarantee. "Double World-class Construction" is a leap development of higher education development strategy, the collaborative process of the synergy of university and discipline, the overall system with multi element organic linkage.
