对推进农地抵押贷款试点工作的思考——以富平县为例

Reflections on the Pilot Project of Promoting Rural Land Mortgage Loan

开展农村承包土地经营权抵押贷款试点是盘活农村沉睡资源的重大举措。本文在对富平县试点工作开展情况分析的基础上,从农地流转市场现状、经营权价值评估、风险分散机制、抵押农地处置等方面对存在的问题进行了分析,并提出了推进试点工作的政策建议。

Based on the analysis of the situation of the pilot work in Fuping County, this paper analyzes the existing problems from the current situation of rural land transfer market, the value evaluation of management rights, the mechanism of risk diversification and the disposal of mortgaged land,and puts forward the suggestions to promote the pilot work Policy recommendations.
