中西部地区退耕还林还草政策研究

Policies of Conversion of Cropland to Forest and Grassland in Middle and Western China

针对我国退耕还林还草试点中存在的主要问题 ,按照退耕还林还草的退、还、补、管 4个环节 ,提出了有针对性的政策措施 ,主要包括退耕地的范围、还林还草的方向和方式、粮食补助、种苗补助、现金补助、减免税费、科技支撑费、林地管护、计划管理、工程管理、资金管理、科技管理。

This paper covers researches on the important problems and corresponding policies of the conversion of cropland to forest and grassland in middle and western China in accordance with the conversion, rehabilitation, subsidy and management of the conversion of cropland to forest and grassland, including the policy measures of following subjects: scope of crop land conversion,styles of vegetation rehabilitation, grain subsidy, living allowances,seedling subsidy,taxation and fee reduction or exemption, technology supporting cost, forest management, production planning, program management, utilization of funds,administrative department organization, etc.
