区域环境治理中的地方政府:行为逻辑与规则重构

Behavior Logic and Reconstruction of Rules for Local Governments in Regional Environmental Governance

地方政府在区域环境治理中担负着重要的角色,但区域环境不断恶化的现实促使我们对区域环境治理中地方政府的角色予以深刻反思。区域环境的整体性和公共性,要求区域内的地方政府在区域环境治理中应当有所作为,而地方政府的"经济人"特性,使得地方政府在区域环境治理中面临着"集体行动的困境"。破解这一难题,要求地方政府的个体理性要服从和服务于区域生态环境整体好转这一集体理性。实现这一转变,不仅要为地方政府间的区域环境合作制定统一的规则,建立有效的区域环境合作机构,而且要改革地方政府绩效考核体系,建全和完善区域环境治理问责机制。

Local governments play an important role in regional environmental governance. We have to rethink protounclly the role of local governments in regional environmental governance in face of worsening reality of regional environment. Local governments should perform their duties in regional environmental governance based on the integrity and publicity of regional environment requirements, however, local governments are facing the dilemma of collective action based on their character of ＂economic man＂. In order to solve this problem, it is necessary for the local government to make sure that the individual rationality of local government obey and serve the collective rationality on the improvement of regional ecological environment. We should formulate a unified rule for regional environmental cooperation between local governments, establish an effective cooperation mechanism of regional environment, improve the evaluation system of local governments, and set up an accountability mechanism of regional environmental governance.
