公众参与对地方政府环境治理的影响——2003-2013年省际数据的实证分析

The Impact of Public Participation on Local Government's Environmental Governance——An Analysis of Provincial Data 2003-2013

基于2003-2013年中国30个省区的面板数据,本文实证考察了公众参与对地方政府环境治理的影响。研究表明,环保组织、人大和政协环保提案对政府环境立法产生了显著积极影响,而环保信访、网络环保舆论对环境立法的积极影响并不显著;环保信访、环保组织、人大和政协环保提案都会对政府环境执法产生显著促进,但网络环保舆论对环境执法的积极影响却不明显;网络环保舆论、人大和政协环保提案会对政府环境治理投资产生显著促进,但环保信访、环保组织对政府环境治理投资的积极效果不甚显著。因此,本文建议地方政府重视公众参与在环境治理中的重要作用,形成公众有效参与环境立法、监督环境执法、促进环境投资的环境治理新局面。

Based on the panel data of 30 provinces in China during 2003-2013, this paper examines the impact of public participation on local government environmental governance. The study shows that environmental protection organizations and the environmental proposals from NPC deputies and CPPCC members will have a significant positive impact on government environmental legislation, and the impact of environmental protection petition and network public opinion on environmental protection is not significant; environmental protection petition, environmental protection organizations, and the environmental proposals from NPC deputies and CPPCC members will have a significant contribution to government＇s environmental enforcement, but the impact of network public opinion on environmental protection is not obvious; network public opinion on environmental protection and the environmental proposals from NPC deputies and CPPCC members will have a significant positive impact on government environmental investment, but the impact of environmental protection petition and environmental protection organizations is not significant.
