市场准入是WTO的重要规则。外资准入有自由型、宽松型、限制型这几种模式,我国应采用宽松型并逐渐向自由型过渡。设定外资准入的作用体现为维护国家安全、保护国内产业、实现国家产业政策。我国的外资准入具有自身的特征,应采取措施防止外商规避外资准入。

Market access is one of the most important rules of WTO. Free access, loose-fitting access and limited access are three types of alien-investment-access. China should adopt loose-fitting access and convert to free access gradually. The function of alien-investment-access includes: guaranteeing national safety; protecting domestic industry; realizing national industry policy. Chinese alien-investment-access has its own characters. China should take measures to prevent alien investors evading from it.
