摘要
高职院校国际化实践需要宏观政策作指导。基于对我国台湾10项专门性国际化法规文件的分析,其国际化宏观政策呈现出如下规律:政府从战略高度重视教育国际化,文本凸显技职教育国际化核心要素,并展示了从"练内功"到"走出去"再到"招进来"的政策发展趋势,具有配套性、精细性、绩效性和周期性的特征。结合台湾经验,从大陆高职教育国际化政策进度来看,建议在改革举措的细节设计上可考虑或体现稳定并持续的经费投入原则、均衡却差异化的财政拨款原则、量化并标准化的绩效评价原则。
The internationalization of higher vocational schools needs macro-policy as guidance.Based on the analysis of China's Taiwan 10 specialized international laws and regulations,the international macroeconomic policy shows the following rules:the government attaches great importance to the internationalization of education from the strategic height;the text highlights the core elements of international vocational education,shows the policy development trend from the "train internally" to "go out" to "recruit",and has the characteristics of compatibility,sophistication,performance and periodicity.Combined with the experience of Taiwan,from the internationalization progress,it is suggested to consider and reflect steady and sustainable investment principle,balanced and differentiated financial allocation principle,as well as quantitative and standardized performance evaluation principle.
