Open Government and Public Consultation in Hong Kong and Macao

公共行政模式正由公共管理向公共治理转变,这其中开放政府具有制度意义,而行政公开和信息公开是重要基础。本文在讨论开放政府意义的基础上,对港澳地区公共政策公众咨询制度进行了研究分析,提出了可资借鉴的方面。

As the public administration model is transforming from public management to public governance,open government is significant from an institutional perspective,while administrative openness and public disclosure of information are the important foundation. Based on the discussion of the significance of open government,the author conducts research and analysis of the public consultation system in the regions of Hong Kong and Macao,and puts forward recommendations for reference.
