组织创新中的制度改革:城市基层治理制度变迁逻辑

Institutional Reform in the Organizational Innovation: the Logic of Institutional Change in the Urban Grassroots Governance

近年来,城市基层治理的制度改革逐渐反映出中国城市基层制度变迁的框架性特点。通过对深圳市月亮湾片区人大代表联络工作站的观察与分析,可以发现,中国的城市基层制度变迁具有一些值得考察的内生逻辑。第一,从阶段上看,城市基层制度变迁经历了功能缺陷、组织创新、机制形成与体制确认四个阶段;第二,从动力上看,城市共同体的"吸纳局限"与城市社会群体的"政治觉醒"是城市基层制度变迁的双重改革动力;第三,从局限上看,机制建设与体制确认之间的不协调是城市基层制度变迁的主要局限。根据上述分析,可以得出一个初步结论,城市基层治理的制度变迁不是国家层面制度变迁的投射,而是具有城市所特有的路径与特征。

In recent years,the institutional reform has been showing some general characteristics gradually. It canbe found that the institutional change in the urban grassroots governance in china gets some endogenous logic via analyzing a case about the contact workstation of the deputy to People's Congress. Firstly,in the respect of development stage,the institutional change need experience four stages,including functional defects, organizational innovation,mechanism formation,and system confirmation. Secondly,in the respect of impetus,absorption limitation of urban gemeinschaft and political awaking of social group in urban are the impetus of the institutional change in the urban grassroots governance. Thirdly,in the respect of limitation,the conflict between of mechanism formation and system confirmation is the key limitation in the institutional change in the urban grassroots governance. Based on the aforementioned analysis,we can get a preliminary conclusion,the institutional change in the urban grassroots governance is not the mirror of institutional change in the state's level,but getting some urban specificity.
