摘要
当前,基层干部面对错综复杂的社会矛盾,相当部分人持忧虑的态度。忧虑矛盾增长的同时,忧虑在处理矛盾中部分群众的"极端个人主义"和"激进行为",忧虑干群关系不融洽、得不到上级的理解、被"污名化"等,由此产生"不出事"的消极心态。社会矛盾的全面压力、行政体制的压力、群众的压力是导致基层干部忧虑心态的重要原因。基层干部忧虑心态的疏导可以从完善考核机制、改善自身形象、教育群众依法办事等方面入手,在"亲民"的同时也要"亲基层干部"。
At present,a considerable number of grassroots cadrestake an anxious attitude. They're anxious on increasing social contradictions,concern that someone takes the 'extreme individualism'and 'radical action 'attitude when dealing with the contradictions,the relationship between cadres and masses is not harmonious,they can't get an understanding from the superior and that they are likely to be put in a plight of 'stigma ',etc. thus the negative mentality 'buchushi'appears. The general pressure of social contradictions, administrative system pressure, the pressure of the masses are important causes of the anxiety mentality,which is can be solved by improving evaluation mechanism,upgrading their image and educating the masses. It is necessary not only to concern about the masses,but also the cadres.
