以虚拟经济促进我国实体经济发展研究

A Discussion on How to Promote the Development of Real Economy with Virtual Economy in China

协调虚拟经济与实体经济发展关系,以虚拟经济发展振兴实体经济是当前我国经济发展中亟待解决的关键问题。从马克思"资本化"和"派生化"两种思路出发来理解虚拟资本、虚拟经济和实体经济的内涵具有重要的理论意义,也有助于我们跳出资本主义制度的范畴来理解我国虚拟经济和实体经济的现实内涵。在"三去一降一补"的改革任务中实现以虚拟经济促实体经济发展的政策目标,需要从"以去产能调节虚拟与实体经济的比重,以去杠杆维持虚拟经济的稳定,以降成本来切实减轻实体经济的负担,以去库存调节虚拟经济与实体经济的资产负债率和以补短板激发实体产出发展潜力"这五个方面同时发力。

How to coordinate the relationship between virtual economy and real economy development and to make full use of the development of virtual economy to revitalize the real economy is still one of the key problems in the economic development of China. Compared to existing studies, the article mainly completed two tasks： Firstly, it redefined the relationship between virtu- al economy and real economy; Secondly, combining with the speech delivered by general secretary Xi Jinping at the 40th collec- tive study of the Central Political Bureau on the maintenance of national financial security on April 25th, this paper explored how to make full use of virtual economy to promote the development of real economy through ＂Suppressing virtuality and promoting reality＂, besides, it also explored the coordinated development goal between the two in the ＂cutting overcapacity, destocking, de- leveraging, reducing corporate costs and shoring up weak spots＂ reform task from the policy level. Main results of this paper in- clude： In order to achieve the policy goal of promoting the real economy development with the virtual economy, actions should be taken from five aspects including ＂adjusting the virtual and real economy proportion while cutting excessive industrial capacity, maintaining the stability of the virtual economy using de-leverageing, reducing costs to effectively reduce the burden of the real economy, adjusting the asset-liability ratio of virtual and real economy using destocking and filling short board to stimulate the development potential of the real industry＂.
