公民文化权利视域的公共图书馆制度研究

Study on Public Library System from the Perspective of Citizen's Cultural Rights

[目的/意义]推进基于公民文化权利保障的公共图书馆制度研究。[方法/过程]明晰文化权利的定义、内容与性质,界定公共图书馆保障公民文化权利的具体内容。[结果/结论]公共图书馆制度是现代政府为保障公民文化权利所做的制度安排;维护公民文化传承权、生存权、休息权,是公共图书馆践行文化权利保护义务的具体体现。

[Purpuse/significance ]The paper is to promote study on public library system basing on guarantee of citizen＇s cultural rights. [Method/process]The paper clarifies connotation, contents and nature of cultural rights, defines specific contents of public library＇s guarantee for citizen＇s cultural rights. [Result/conclusion ]Public library system is an institutional arrangement of modern government to guarantee citizen＇s cultural rights. Protecting citizen＇s cultural heritage rights, subsistence right and rest right, is a specific embody of public library＇ s fulfilling the obligation of cultural right protection.
