从海洋文化建构角度看“军渔”制的可行性

"军渔"制是一种以军队建制为组织形式的民间商业性渔业生产制度,属于海洋制度文化建构行为的一种。"军渔"制的建构虽然面临着中国当代海洋文化建构的主权争议性、大陆附属性、被动性等不利性语境,但通过吸收中国传统文化中的"变易""治生""自然"等因子,以及西方现代海洋文化要素,如商业性、进取性与扩张性等,完全有建构的可行性。而且"军渔"制的建构和落实,将有助于促进南海问题的早日解决,这不仅为中国海洋文化建构提供一个和平的海洋环境,而且将极大丰富中国海洋制度文化建构的内涵。
