在经济转型升级的背景下,苏南应急物流协同运作的外在条件已经形成,应急物流协调运作自组织条件已具备。应急物流系统由"他组织"向"自组织"的转变是苏南成熟市场经济条件下的必然产物。应急物流系统通过自组织将社会物流资源自觉融入到应急救援系统,促使应急物流模式由政府包揽型向松散型协作组织模式与联盟组织模式转变,并最终形成应急物流自组织协同机制。

The external conditions for the collaborative emergency logistics operation in the southern Jiangsu region have formed against the background of economic transformation and upgrading and the corresponding self-organizational conditions for its collaborative operation are in place. The transition from ＂other-organization＂ to ＂seLf-organization＂ of the emergency logistics system of the region is the inevitable outcome of its mature market economy. Through seLf-organization, the emergency logistics system can embed social logistics resources into the emergency rescue system and transform itself from a government-managed loose organization mode into the alliance-based organization mode, ultimately leading to the formation of the emergency logistics seLf-organization and collaboration mechanism.
