基于“微笑曲线”的我国环保产业链优化策略 被引量:3

摘要 在环境质量改善需求迫切,国家加快发展环保产业的背景下,对环保产业的价值链进行分析,提出产业链优化策略,有利于提升环保产业的价值增值能力,优化产业结构。据此,本研究基于"微笑曲线"理论,在环保产业链概念、类型界定的基础上,对不同要素的产业微笑曲线进行比较分析,得出我国的环保产业链与发达国家仍有较大差距,尤其是高价值的上、下游环节。水污染物处理产业链相对成熟,大气污染防治产业链正处于快速提升阶段,土壤污染物修复产业链处于构建阶段。并在识别环保产业链发展存在问题的基础上,从促进产业链各环节协调发展、推进技术研发、做强环保制造业、扶持环境服务业等几方面提出我国环保产业链的优化策略。 Under the background of the improvement of environmental quality demand and the rapid development of environmental protection industry, the value chain of environmental protection industry is analyzed, and the optimization strategy of industrial chain is put forward,which is helpful to enhance the value of environmental protection industry and optimize the industrial structure. Based on the theory of "Smile Curve ", this study makes a comparative analysis of the industrial smile curves of different elements on the basis of the definition of concept and types of environmental protection industry chain. It is concluded that China' s environmental protection industry chain is still a large gap with developed countries,Especially the high value of the upper and lower links. Water pollution treatment industry chain is relatively mature,and air pollution control industry chain is in a rapid upgrading stage. Soil pollution remediation industry chain is in the construction stage. And on the basis of identifying the problems existing in the development of environmental protection industry chain,the author puts forward the optimization strategies of environmental protection industry chain in China from the aspects of promoting the coordinated development of all aspects of industrial chain,promoting technology research and development,strengthening environmental protection manufacturing industry and supporting environmental service industry.
