浅谈我国规划环评制度改革的对策建议

Countermeasures and suggestions of China's planning EIA system reform

伴随公众环保意识的不断增强,环评制度备受关注,然而,公众对环境的关注度和不满意的强烈反差,让我们对环评制度改革又陷入深思。本文回顾了我国规划环评的发展沿革,剖析了规划环评有效率低下的困境,结合近期国家和省的改革思路,提出了新形势下规划环评制度改革的对策建议,以期为环评制度改革提供借鉴。

With the continuous enhancement of the public awareness of environmental protection,the EIA system has attracted much attention. However,the strong contrast between the public ＇ s attention and dissatisfaction has left us thinking deeply about the reform of the EIA system. This paper reviews the development of environmental planning EIA in China,and analyzes the dilemma of low efficiency. Combined with the recent national and provincial reform ideas,this paper puts forward the countermeasures and suggestions of the planning EIA system in the new situation,so as to provide reference for the reform.
