排污权有偿使用和交易实践与展望——以天津市为例

Practice and of Emission Right Paid Use and Transaction:Case Study as Tianjin

在介绍了排污权交易在中国的发展实践情况的基础上,结合以河北省与浙江省为例的外省市排污权交易的目前发展,对天津试点进行评估,分析了排污权交易目前的存在的一些问题,即配套政策和顶层设计不足,规范不够,定价机制有待完善,二级市场的培育发展指导不够,环境监测能力有待加强。针对以上问题,对天津市排污交易开展提出了一些建议。

Based on introducing the development situation in the Chinese practice of emission trading,the current development combined with other provinces and cities in Hebei province and Zhejiang Province as an example of the emissions trading,to evaluate the pilot in Tianjin,analyzes the current emissions trading problems. In view of the problems,this paper puts forward some suggestions on the development of Tianjin sewage trading.
