城乡结合部转型社区治理的公共性困境及其重构

The Publicity Dilemma and Reconstruction of Transformation Community Governance in Urban-rural Fringe Area

社区公共性既是转型社区治理的价值追求,也是社区治理的秩序基础。转型社区的快速结构性变迁使传统的社区共同体维系机制发生断裂,带来了集体意识的失落和共同体认同的下降,各种矛盾冲突加剧,社区出现异质化、碎片化的公共性困境,影响了转型社区的良性运行。通过围绕公共性生长所需要的一系列制度安排和内生动力体系的构建,强化制度供给、发展社区自组织、培育社会资本、塑造公共精神等多个维度重构社区公共性,成为转型社区善治达成的可行路径。

The community publicity is not only the value pursuit of governance in transformation communities, but also the order foundation of community governance. The rapid structural changes of transformation community breaks the traditional community maintain mechanism, brings the loss of collective consciousness and the decline of community identity, various contradictions and conflicts have been intensified. The community publicity appear dilemma of heterogeneity and fragmented, affecting the benign operation of the transformation community. Around the growth of a series of needed institutional arrangements and endogenous power system, toreconstruct the transformation communitypublicity. Through strengthe- ning the supply of system, developingthe community self--organization, cultivating social capital, shaping the public spirit and so on, which become a feasible path of good governance of the transformation community.
