The Value of Urban Cultural Heritage Protection in Regional Economic Development

本文围绕不可移动文物、优秀历史建筑、历史文化街区等城市人文遗产保护在区域经济发展中的价值进行了深入探讨。文章首先回顾了上海市"十二五"期间的工作进展,展望了"十三五"期间的工作规划。随后从思想认识和政策机制两方面开展了问题分析,并就城市人文遗产保护与区域经济发展的相互关系进行了梳理,认为城市人文遗产保护是世界共识和普遍原则,城市人文遗产作为存量空间具有战略意义、正能量和正向作用。最后围绕提升城市人文遗产保护工作价值提出了对策与建议,主张以敬畏之心对待城市人文遗产,从尊重历史和未来、尊重人和人类文明的高度去开展城市人文遗产保护;认为应以综合价值最大化为目标,而非急功近利式的短期行为;提出建立一套完整的价值评估标准,既要重视定量评估,也要进行定性评价;呼吁以系统性思维统领城市人文遗产保护,体现整合的力量、共享的力量、开放的力量,主要举措包括在空间上形成体系、在时间上形成轴线、在产业上形成链条、在资金上实现众筹、在政策上形成组合拳以及在管理上形成合力。

This article discusses the value of urban cultural heritage protection in the development of regional economic,such as immovable cultural relics,excellent historical buildings,historical and cultural districts. The article first reviews the work progress during the Shanghai ＂The 12 th Five-Year Plan,＂and looks forward to the work plan during the ＂The 13 th Five-Year Plan. ＂Then,the article carries out the problem analysis from both ideological and policy mechanisms, combs the relationship between urban cultural heritage protection and regional economic development,believes that urban cultural heritage protection is the world consensus and universal principles. Urban cultural heritage has strategic significance,positive energy and positive effects as the stock space. At the end of the article,it puts forward some countermeasures and suggestions on how to enhance the value of urban cultural heritage protection. It advocates the respect of the city＇s cultural heritage,and the respect for human and human civilization;believes that the work should be based on the overall value of the maximum,rather than the short-term behavior. It proposes to establish a complete set of value assessment,which is necessary to attach importance to quantitative assessment,and qualitative evaluation as well.
