2016年玉米临时收储政策正式取消,国家将政策调整为"市场化收购"加"补贴"新机制,并建立玉米生产者补贴制度。本文以总结玉米改革成效为出发点,分析了新机制产生的背景,指出存在的主要问题包括农民利益受损及威胁国家粮食安全等。本文提出玉米改革虽历经阵痛,但已经取得决定性成效,具体体现为思想基本达成共识、价格机制得以理顺、市场主体活力增强以及农民基本利益得到保障。在粮食流通改革、发展转型升级的关键之年,要坚定保持战略定力与历史耐心,继续深化玉米改革,通过调整结构激活产业链条,要对农民加强指导与培训,拓宽其增收渠道,并把科技创新作为解决问题的根本出路。

In 2016, corn temporary storage and purchase policy was officially cancelled, China has adjusted its policy into a new mechanism of ＂market purchase＂ plus ＂subsidy＂, and established a subsidy system for corn producers. This paper summarizes the achievements of the corn reform as the starting point, analyzes the background of the new mechanism, and points out the main problems, including the damage to the interests of farmers and the threat of national food security. This paper points out that although the reform of corn has been difficult, it has achieved decisive results, which are embodied in the basic idea of consensus, the rationalization of the price mechanis~ the enhancement of market participants＇ vitality and the protection of the interests of farmers, in the important period of the grain circulation reform and development transformation, We should continue to deepen the corn reform and activate the industrial chain by adjusting the structure, We should strengthen the guidance and training of farmers, broaden their channels of income increase, and take scientific and technological innovation as the fundamental way to solve the problem.
