我国工商企业下乡经营农业是随着农村土地流转政策逐渐放宽而推进的,鼓励和引导工商企业下乡经营农业,为现代农业发展注入了先进生产要素,促进了农业供给侧结构性改革,对创新工业反哺农业和培养新型职业农民具有重要意义。目前农业企业进行规模经营还面临着法律制度不完善、与分散农户经营存在一定的矛盾等问题,必须优化工商企业下乡制度和政策环境,依法保护相关合作者的合法权益,规范企业下乡行为与合理控制经营规模,创新农地流转与合作模式,引导工商企业健康有序地经营现代农业。

In recent years, China＇s industrial and commercial enterprises started to run agriculture in the countryside, this phenomenon was promoted with the gradually relaxed rural land transfer policy. Encouraging and guiding industrial and commercial enterprises to run agriculture in the countryside injected advanced production factors for the development of modern agriculture, promoted agriculture supply-side structural reform and was of practical significance in industry-nurturing-agricuhure. At present, enterprises engaged in agricultural scale management are also faced with problems such as imperfect legal system and some contradictions with decentralized peasant household management. Measures should be taken to deal with it. We must optimize the system and policy environment for Industrial and commercial enterprises to go to the countryside, protect the legitimate rights and interests of the relevant partners according to law, standardize the behavior of those enterprises which go countryside, rational control the scale of operation and innovate farmland circulation and cooperation model in order to guide the business operation to go to the countryside and run agricuhure in a healthy and orderly way.
