报刊舆论与“人民代表”——民初《大公报》对临时参议院的关注、监督与批评

Public Opinions in Newspaper and“People's Representatives”: Ta Kung Pao's Concern,Supervision and Criticism of the Provisional Senate in Early Years of ROC

中华民国建立后,居于北方社会舆论领袖地位的《大公报》对具有临时国会性质的临时参议院及作为"人民代表"的参议员给予了高度关注,对于临时参议院较重要的立法、议事活动和参议员的言论及表现做了全面而详尽的报道,并进行了直率乃至无所顾忌的多方面的评论,形成了报刊舆论对国家议会和"人民代表"的监督与批评。民初《大公报》的上述报道和评论,体现了当时社会政治的开放度与参与性,表明随着清王朝的覆亡和民国的建立,中国数千年专制政治的枷锁已开始被打破,报刊舆论对于国事的密切关注和恣意放言,使中国社会政治生活中出现了些许新的气象。

In the early years of the Republic of China,Ta Kung Pao,as an opinion leader in the northern society of China,made comprehensive and detailed coverage of the activities of the Provisional Senate of the ROC and of the words and deeds of the senators,with straightforward and even unscrupulous comments.What Ta Kung Pao did was virtually high-level concerns with the Provisional Senate of a temporary congressional nature,and with the senators as'people’s representatives',which helped bring into being the supervision over and criticism of the'people’s representatives'through public opinions.
