法国大学与机构共同体的建构与治理模式研究

Research On the Construction of the ComUE and its Governance Model

建立大学与机构共同体是法国当前扭转高等教育困境和创建世界一流大学的一项重要举措。"共同体"先通过地区自主协商,再由国家颁布法令得以确立,从而将各地区综合性大学、"大学校"和科研机构置于同一平台。在法律规定与科研资助项目的合作框架下,"共同体"形成以三大委员会为核心的治理结构、以各项合作协议为纽带的成员互动方式和以契约为依托的经费管理模式。法国大学的自治改革、政府的改组政策、统一的内部治理结构、明确的契约管理和优势资源的集中整合为"共同体"的发展提供了制度环境,但同时也引发了不少争议与现实问题。

Constructing the ComUE （short for Association of universities and higher education institutions） is one of the policies for France government to get out of its higher education dilemma and to create the World-Class University. The ComUEs, selected by regional education actors and created by Acts, put the universities, grandes 6 coles and research organizations together. According to the Law and the Cooperation framework for all kinds of scientific research funding projects, the ComUE has formed its governance model, the interaction mode between the members and the way of Funds management. Although with a sound institutional environment, its construction and governance model has caused much controversy.
