试析民国中央政府管理西藏宗教事务基本经验

A Primary attempt to analyze experiences of managing Tibetan religious affairs during the Republic of China

民国中央政府为积极管理西藏各项事务,设置了蒙藏委员会;建立健全法规,通过加强藏传佛教事务管理,积极维护国家主权;尊崇九世班禅,积极恢复中央和西藏地方正常关系;妥善进行寻访十三世达赖喇嘛、九世班禅转世灵童的工作,维护中央政府权威;筹划推行西藏政教分离的改革目标,积极谋划"内政统一"的政治理想。各项措施为维护主权、固边稳藏起到了一定作用。

For the purpose of managing Tibetan issues effectively the central government of the republicof China established the Mongolian and Tibetan Commission. The central government also established and improved laws and regulations in the area of Tibetan religion to safeguard national sovereignty actively.Admired and respected 9th Panchen Lama ’ s effects,and Resume normal relations between central and government and Tibetan local government. The central government properly arranged to find and visit thereincarnations of 13th Dalai Lama and 9th Panchen Lama, and to maintain its authority. The republic ofChina also designed and carried out social reform that aimed to separate church and state, and the political ideal of internal unity. The above measures contributed towards safeguarding sovereignty and con-solidating frontier and Tibet.
