Government and Market:Long-term Bidirectional Construction Mechanism of New Pattern Community in Tibet

近年来,西藏新型社区建设发展较快,但还存在人口集聚缓慢、社区经济相对薄弱、公共服务相对不足、社区自治滞后等问题。基于西藏社会文化情境,从政府和市场角度出发,充分发挥西藏政府、社区、民间组织、社区居民等建设主体的积极性,培育和建设以"人的城镇化"为核心的新型社区,建构产城互动、生态宜居、集约节约、环境友好、和谐发展的西藏新型社区建设之长效机制,刻不容缓。

The development of new pattern community construction is rapid in recent years in Tibet. How-ever ,there are some outstanding problems such as slow population agglomeration, relatively weak of com-munity economy,lack of public services, and lag of community autonomy. Based on the community con-struction in the context of Tibet,this paper focus on the role and function of both government and mar-ket ,give full play to the Tibet government, community, non - governmental organizations. To cultivate enthu-siasm of constructing new pattern community,realize urbanization and achieve long - term mechanism ofnew pattern community construction,which fulfill the characteristic of interactive, livable ecological, econom-ical and intensive, and environmental friendly, and harmonious development.
